NIRA Signs Memorandum of Understanding with the Somali Civil Society Network (SONSA)

 

Mogadishu, Somalia — November 7, 2025 — The National Identification and Registration Authority (NIRA) and the Somali Non-State Actors Network (SONSA) have signed a Memorandum of Understanding (MoU) to strengthen collaboration in promoting public awareness, advocacy, and community engagement on the Somali National ID System.

The agreement was signed at NIRA’s Headquarters in Mogadishu by Mr. Abdiwali Ali Abdulle (Timacadde), Director General of NIRA, and Mr. Osman Muxyadiin Moallim (Shatah), Chairman of SONSA, in the presence of senior officials from both institutions.

Speaking during the ceremony, the DG of NIRA highlighted the essential role of civil society in bridging NIRA’s outreach to communities nationwide. He noted that SONSA’s involvement will significantly enhance public participation and ensure that citizens across the country are informed about the benefits of registering for the National ID.

“Civil society is a critical partner in our mission to ensure every Somali has access to a secure and verifiable identity,” said Mr. Abdulle. “Through this partnership, we aim to extend our reach and ensure that no one is left behind in the registration process.”

For his partMr. Moallim reaffirmed SONSA’s commitment to supporting nationwide awareness and advocacy efforts, emphasizing that the Somali National ID is a cornerstone for inclusive governance and improved service delivery in both public and private sectors.

The MoU represents a significant milestone in strengthening cooperation between government and civil society, fostering trust, and ensuring that all Somalis recognize the importance and benefits of obtaining a National ID.
