NIRA is dedicated to delivering an inclusive and accessible national identification system, ensuring that every Somali citizen and legal resident can obtain a unique and secure national ID card.
The registration process has been designed to be non-discriminatory, transparent, and efficient, with a strong focus on ensuring privacy and data security. By leveraging advanced biometric technology, NIRA guarantees the accuracy and integrity of the registration process, providing a reliable system for service delivery across Somalia.

Inclusivity and Accessibility

One of NIRA's key priorities is to ensure that the registration process is accessible to all individuals, including those in remote areas, people with disabilities, displaced persons (IDPs), and minority communities. NIRA has established fixed enrollment centers in major cities and regions, and will also deploy mobile enrollment units to reach hard-to-access areas. These mobile units will serve government staff at their workplaces, students in educational institutions, and communities in rural and remote regions.

Flexibility and Support for Vulnerable Populations

NIRA recognizes the diverse challenges faced by different segments of the population. For individuals without permanent addresses, those affected by displacement, or those without prior identification documents, the registration process will be flexible, providing alternative forms of identity verification. This includes witness-based verification for those lacking official documents, ensuring that no one is excluded from accessing the national ID system. Additionally, targeted efforts will be made to support vulnerable groups, such as women, the elderly, and people with disabilities. NIRA will conduct citizen engagement campaigns focused on the benefits of ID ownership for women and marginalized communities. Mobile registration units will be available for persons with limited mobility, and there will be separate registration lines for the elderly and persons with disabilities.

Diaspora Registration Services

NIRA is extending its services to the Somali diaspora by establishing enrollment centers in Somali embassies and consulates worldwide. This initiative will provide the diaspora community with the ability to register for national ID cards, allowing them to access their rights and essential services. The diaspora registration service strengthens Somalia's connection with its global citizens and reinforces NIRA's commitment to inclusivity and accessibility, both within and outside of Somalia.

Fixed and Mobile Enrollment Centers

NIRA aims to establish 150 fixed enrollment centers across Somalia, along with 50 mobile teams to expand coverage, particularly in rural and remote regions. These centers will adhere to NIRA's quality and security standards, ensuring uniform service delivery. The mobile units will be deployed in phases to reach underserved populations, beginning with government staff, students, and residents in rural areas, and later expanding to IDPs and communities in remote locations.

Looking Ahead: A National ID for Every Somali

NIRA's goal is to register over 15 million individuals by 2026, ensuring that every citizen and legal resident in Somalia has access to a national ID card. The ID system will play a critical role in improving service delivery, enhancing social protection, and enabling financial inclusion for all Somalis. With a focus on inclusivity, accessibility, and data security, NIRA's national ID system is set to be a cornerstone of Somalia's future development.
