National ID Registration

NIRA’s National ID process involves a structured and secure workflow to ensure the accurate registration and issuance of identity credentials for citizens and legal residents in Somalia. This process is designed to guarantee inclusivity, transparency, and efficiency, while maintaining the integrity and security of personal data. Below is an overview of the key steps involved in the ID process.

Application Submission and Biographic Data Capture

The first step involves the submission of an application by the individual seeking a National ID. Applicants provide their personal information as per the requirements outlined in Article 8 of the ID Law. This includes biographic details such as. Full Name (including the names of the applicant’s father and grandfather), Mother’s Name, Date and Place of Birth, Sex, Legal Status, Current Residence, Contact Information (Phone/Email). NIRA ensures that the application process is non-discriminatory, inclusive, and accessible. Registration centers will offer assistance to individuals who face challenges in completing their application, and forms are available in Somali, Arabic, and English.

Identity Proofing

Once the biographic data is captured, NIRA undertakes an identity proofing process, which may include document-based or testimonial verification. Document-based Verification: Applicants can present official identification documents such as birth certificates, passports, or educational certificates. Testimonial-based Verification: If an applicant cannot provide the necessary documents, they may provide a witness who is registered with the system and can vouch for their identity. Witnesses must be individuals of trusted status in the community, such as government employees or community leaders. The flexibility in identity proofing ensures that even those without traditional documents, including marginalized individuals, can be registered.

Biometric Data Capture

In this step, applicants' biometric data, including fingerprints (4-4-2 scan) and a photograph, are captured. Biometric deduplication is used to confirm the uniqueness of each individual and enable high-assurance identity verification. NIRA also plans to introduce iris scanning to strengthen the accuracy of identification. The biometric data is processed in line with Somalia’s Data Protection Act, ensuring compliance with data privacy standards.

Validation and Deduplication

Following data capture, NIRA’s staff reviews the application for completeness and accuracy. The data is then subjected to a deduplication process, using both biographic and biometric checks, to confirm the uniqueness of the applicant. If any inconsistencies or duplications arise, they are flagged and reviewed by NIRA officials to ensure the legitimacy of the application. This stage serves as a safeguard against fraudulent or incorrect identity claims, and applicants are notified of the outcome of the validation process.

Issuance of ID Number and Credentials

Once validation is complete and the identity is confirmed, the applicant is issued a unique 11-digit National ID number, which is permanently assigned to the individual. NIRA will then provide identity credentials, such as an ID certificate, a digital mobile ID, or a physical ID card. These credentials are linked to the National ID number and can be used for identity verification and authentication across various contexts, such as accessing government services, banking, or social protection programs.

Lost ID, Updates, and Renewals

The regulation also addresses specific situations such as the loss of a National ID card and the renewal of expired credentials. Lost National ID: Individuals who lose their ID cards must report the loss and follow the procedure for obtaining a replacement, including providing supporting documentation and filing reports. Renewals and Updates: The regulation provides guidelines for updating personal information or renewing expired ID cards, ensuring that individuals have access to valid credentials at all times.
