Summary of Enrollment Policy

NIRA has developed an Enrollment Policy in order to ensure the efficient and effective enrollment of all Somali citizens and legal residents. The policy is based on a phased approach that involves the use of different enrollment methods to reach all segments of the population. The first phase of the Enrollment Policy involves the establishment of registration centers in major urban areas, where citizens and residents can enroll using biometric technology and mobile teams which will travel to villages, towns, and other areas where there is limited access to registration centers. The teams use portable registration equipment to collect biometric data and other information from individuals who may not have access to the registration centers. The second phase of the Enrollment Policy involves the integration of registration data from other sources, such as civil registration systems, health facilities, and educational institutions.
This approach aims to leverage existing data sources to minimize duplication and ensure accuracy in the registration process. The policy also includes measures to ensure the protection of individual privacy and security of personal data.
NIRA has also developed a comprehensive data protection framework that includes safeguards against unauthorized access, use, and disclosure of personal information. Furthermore, to ensure the successful registration of IDs amongst the mass population, NIRA has developed a comprehensive communication and outreach campaign. The campaign aims to raise awareness of the importance of the national identification system, encourage participation in the registration process, and provide information on the benefits of the system. The campaign uses a range of communication channels, including radio, television, print media, and social media catering to a wide range of audiences including citizens, diaspora community and public and private sector bodies.
