- Create, operationalize & maintain the national foundational identification program and its relevant country-wide branches
- Register all citizens and legal residents in Somalia, includes not only citizens but also residents including refugees, asylum-seekers, stateless people, and expats. Registration includes not only citizens but also residents including refugees, asylum-seekers, stateless people, and expats.
- Assign a unique National Identification Number to every person identified and added to the register.
- Protect the confidentiality of public data gathered and manage according to privacy laws including the effective management of data centers
- Issue National Identity Cards (NIC) to all citizens and legal residents
- Record all births, deaths, marriages and adoption orders in the country and issue appropriate certificates
- Harmonize and incorporate into the register where necessary information from other databases of Government agencies relating to registration of persons
- Verify and authenticate information relating to the registration and identification of persons
- Ensure the preservation , protection and security of any information or data collected, obtained, maintained or stored in the register
- Promote the use of national identification cards to advance the economic, political and social activities in the country
- Research on the developments in the identity management sector
